Abstract

 The development of linguistic competence in higher education is among the central priorities of the modern educational system. However, this process faces a number of socio-pedagogical challenges that significantly influence the effectiveness of foreign language learning. This paper examines the psychological, cultural, economic, and infrastructural factors that hinder language competence formation, with particular emphasis on motivational issues, the digital divide, and the limited integration of communicative methods. The perspectives of Professor J. Jalolov are analyzed to highlight gaps in communicative practice and the use of authentic materials. Furthermore, empirical findings from higher education institutions in Uzbekistan reveal four major problems: misinterpretation of linguistic competence, separation of language skills, scarcity of resources and digital tools, and a one-sided assessment system. To address these issues, strategic directions such as integrative teaching, the use of authentic and multimodal resources, and reducing regional disparities are proposed. The study concludes that a comprehensive, systematic, and competence-based approach, supported by modern pedagogical technologies, can significantly enhance students’ linguistic development.
