Abstract

This article comprehensively examines the theoretical, methodological, and practical aspects of the strategic development of leadership in national laboratory systems based on the international Global Laboratory Leadership Programme (GLLP). In the context of healthcare modernization, increasing global epidemiological risks, and growing requirements for the quality of laboratory services, the formation of effective laboratory leadership has become particularly relevant. The object of the study comprises national laboratory systems providing diagnostic, sanitary-hygienic, and epidemiological services. The subject of the research is the leadership system, including managerial mechanisms, the level of professional and leadership competencies of managers, organizational culture, and motivational factors. The study was conducted using a комплекс of methods, including staff surveys, expert evaluation based on a leadership competency checklist, comparative analysis, and statistical data processing. The findings indicate that the implementation of modern management approaches and competency-based models contributes to the formation of a sustainable organizational management system, the development of a biosafety culture, and the strengthening of team collaboration. The analysis identified areas requiring further improvement, particularly the development of innovative activities, modernization of material and non-material incentive systems, and expansion of mentorship and professional development programs. It was established that the introduction of transformational leadership elements and a systemic management approach enhances staff motivation, reduces operational risks, and strengthens the organizational sustainability of laboratory services. Special attention is given to the role of the international Global Laboratory Leadership Programme (GLLP), which forms the competency framework for the development of laboratory leaders. The application of GLLP principles ensures a strategic management approach, digitalization of processes (including the implementation of LIMS), workforce capacity development, and regular monitoring of leadership effectiveness. The results confirm that leadership development based on the GLLP programme is a significant factor in improving the quality of laboratory research, ensuring biosafety, and strengthening the sanitary and epidemiological resilience of national laboratory systems.
