Abstract

The entire Japanese diplomacy tried to hide its intentions with various tricks. In London, negotiations began on the initiative of the Japanese to divide China into spheres of influence. A group of Japanese journalists was sent to the United States to promote the strengthening of American-Japanese friendship and create an anti-Soviet atmosphere. In August 1931, Japanese monopoly oligarch Okura held meetings with a group of American bankers and congressional leaders. At the meeting, he strongly emphasized unity against the USSR.
