Abstract

The article analyzes mechanisms for the involvement of land plots and land rights in economic turnover in the context of land reforms in the Republic of Uzbekistan. It is substantiated that the development of the institution of land mortgage cannot be limited solely to lending secured by land, but requires the formation of a special institutional system including land banks, valuation institutions, insurance mechanisms, land market operators, cooperative lending, and educational infrastructure. A land bank is considered not as a commercial bank, but as a specialized institution providing financial support for territorial development. The main principles of land bank activity, risk management mechanisms, and its interrelation with monetary policy are disclosed.
