The article analyzes effective mechanisms for increasing economic activity in higher education institutions through innovative entrepreneurship programs. The processes of developing entrepreneurial skills among students and faculty, implementing startup projects, and supporting innovative business projects within the higher education system are studied. Based on practical experiences in higher education institutions of Namangan region, the effectiveness of programs enhancing economic activity is evaluated, existing problems are identified, and proposals for their elimination are developed. The research results provide scientific and practical recommendations for forming innovative entrepreneurship development strategies, integrating higher education institutions with the business environment, and increasing students' economic activity.
