Special attention is paid to the historical, cultural, and economic factors that influence the development of social policy in Uzbekistan. The study analyzes the challenges and opportunities of building a socially oriented state in the context of globalization and modernization processes. It also highlights the importance of state-society cooperation, social responsibility, and effective governance in ensuring sustainable development. The findings suggest that a comprehensive socio-philosophical framework is essential for deepening reforms and shaping a social state that meets the needs of citizens while preserving national identity and values.
