This article examines the theoretical and methodological foundations for improving the strategic management of small business development in the context of digital transformation of the economy. The necessity of transitioning from traditional management models to adaptive strategic approaches based on the use of digital technologies, data-driven solutions, and platform-based tools is substantiated. A methodology for the integral assessment of the effectiveness of strategic management in small businesses is proposed, taking into account organizational, economic, and digital factors. A mechanism for the formation of an adaptive development strategy aimed at enhancing competitiveness and sustainability of small businesses under conditions of market uncertainty is developed. The practical significance of the research lies in the applicability of the proposed approaches in the activities of small business entities, ensuring improved managerial decision-making efficiency and reduced entrepreneurial risks.
