The article provides a comparative analysis of the formation process, legal and organizational foundations, and effectiveness of state policy in the field of entrepreneurship and management systems in Latvia and Uzbekistan. It also examines economic reforms, policies for the development of small and medium-sized businesses, innovation activity, and human capital issues in both countries. The research employs comparative analysis, statistical data evaluation, and scientific generalization methods. As a result, the study substantiates the opportunities for Uzbekistan to effectively utilize Latvia’s experience in further liberalizing its entrepreneurial environment and digitizing its management system.
