Abstract

 The article scientifically examines the stages of formation and development of the state system for the protection of cultural heritage in the territory of Turkestan. The initial initiatives of the late 19th - early 20th centuries, the activities of the commission and special bodies created in 1918-1924, as well as the accounting and protection work carried out in Samarkand and other cities in 1920-1921, showed the formation of a systematic state approach.

The identified systemic experience is explained by the fact that it is directly related to the cultural heritage protection policy being implemented today in independent Uzbekistan on the basis of historical continuity and succession.

The scientific novelty of the article is that the formation of the first state system in the field of cultural heritage protection is reinterpreted from the point of view of modern public administration, and special attention is paid to the issues of historical succession and institutional continuity. The research results serve to improve public administration in the field of cultural heritage, the effective use of historical experience, and the enrichment of the scientific and methodological foundations of the field. The results of this article are of theoretical and practical importance for scientific research in the fields of history, cultural heritage protection, museology and public administration, as well as for the activities of practicing specialists and industry organizations.
